Modern VoIP technologies are increasingly being adopted in the public sector. The West Bohemian city of Pilsen is no exception. Through its organization, the Information Technology Administration of the City of Pilsen (SITMP), IXPERTA has been a trusted expert partner for many years, supporting the IP telephony project serving multiple city institutions.
Initial Situation
The city’s voice network was operated on a mix of outdated and heterogeneous telecommunication systems. This caused operational complications due to frequent incompatibilities between exchanges and led to higher service and maintenance costs.
To address this, the city — represented by SITMP — decided to modernize its entire voice communication system. The primary requirement was a centralized telecommunication system providing all necessary functions and applications on a single, virtualized technology platform.
Given SITMP’s role as the IT service provider for more than 100 city organizations (including the City Hall, municipal districts, transport company, schools, and cultural institutions), high reliability and availability were key requirements.
Proposed Solution: Atos Unify Communication System
IXPERTA selected Unify OpenScape Voice, a native VoIP communication platform from Atos, designed for carrier-class reliability. The solution achieves 99.999% availability — equivalent to less than 5.5 minutes of downtime per year.
Server nodes were designed in a fully redundant architecture, ensuring that in the event of a failure, another node could take over 100% of the operational load without disrupting active calls.

One of the main challenges was the gradual migration of users from various legacy telephone exchanges to a unified central system (OpenScape Voice) — a process that took place over several years.
The rollout continues as the central virtual exchange is expanded to cover additional organizations managed by SITMP. Ultimately, the solution will provide centralized IP telephony for 100% of all city institutions.
