Voice communication systems are essential not only for businesses but also for government institutions. A strong example is the Ministry of Finance of the Czech Republic, where in 2010 we deployed a native Atos Unify IP communication system for 2,000 users.

Initial Situation

In 2010, the Ministry of Finance employed approximately 2,000 staff members, who together handled around 30,000 internal and external calls daily. The existing communication system no longer met the ministry’s needs due to its limited capacity and lack of scalability.

The setup consisted of several fragmented voice systems from different vendors, running on various hardware and software versions. Many of these were outdated and no longer supported by manufacturers. Without centralized administration and call billing, the ministry faced:

  • Rising operating and service costs due to frequent hardware failures and the need to maintain multiple systems separately.
  • High call expenses caused by the absence of a unified voice network.

Proposed Solution: Atos Unify Communication System

In cooperation with SIEMENS communication systems s.r.o., we began implementing the Atos Unify OpenScape Voice central telephony solution at the ministry in 2010. This IP-based system provides unified voice services for six ministry locations across Prague.

The solution is a native real-time SIP-based Voice over IP (VoIP) system, designed for medium and large organizations. Running on redundant hardware, it can be deployed on-premises, in a data center, or within a virtualized environment.

Thanks to Atos Unify, we deployed one central system supporting 2,000 voice users across all ministry locations in Prague, leveraging an innovative architecture with a single central switching element and unified connection to the public telephone network.
