Project for the Ministry of Labour and Social Affairs of the Czech Republic: Centralized Telephone System for 15,000 Users

In 2012, in cooperation with Siemens Communication Systems s.r.o., we launched the implementation of a central IP telephony system for 15,000 employees of the Ministry of Labour and Social Affairs of the Czech Republic (MPSV ČR) and its subordinate organizations — the Labour Office of the Czech Republic and the State Labour Inspection Office.

This was the first project of its kind in the Czech Republic, both in terms of scale and central connection to the public telephone network.

Situation Before Implementation

Prior to the project, the Ministry relied on local PBX systems from different vendors, with inconsistent hardware and software versions. This created a number of issues, including:

  • Legacy PBX systems no longer supported by manufacturers
  • Fragmented administration and billing, leading to higher operational and maintenance costs
  • Lack of unified voice network between locations, resulting in extremely high call costs
  • Frequent hardware failures due to outdated infrastructure

Proposed Solution

The Ministry had positive experience with Siemens voice systems and chose to continue with this technology when moving to IP telephony. The Atos Unify (formerly Siemens OpenScape Voice) platform provided the robustness to support one central telephony system for all 15,000 users.

The architecture was based on a single central switching element and central SIP connection to the public telephone network.
